Checked the documentation and its something that cannot be corrected at this time.
So for the time being, no lowing scoring games can be played on tournaments. In respect to Bear (Golf Champ), I'm nuking the tournament without playing it out completely.

Looks like these first two tourneys are going exactly as everyone expected.... NOT!
